
Child Protection Policy
Saint Joseph School Foundation, Inc. is fully committed to the protection of children in its care, in alignment with the Department of Education’s Child Protection Policy (DepEd Order No. 40, s. 2012). This Child Protection Policy seeks to create a safe, nurturing, and protective environment for every student. We maintain zero tolerance for any act of child abuse, exploitation, violence, discrimination, bullying, or any other form of abuse within the school. All members of the school community, administrators, teachers, non-teaching staff, parents, and students, share the responsibility of safeguarding the rights and welfare of our learners.
Scope:
Child Protection Committee (CPC): In compliance with DepEd Order 40, s. 2012, the school has established a Child Protection Committee. The CPC is a standing committee dedicated to planning, implementing, and monitoring child protection mechanisms in the school. The composition of the CPC is as follows:

The inclusion of a community representative ensures coordination with community child protection efforts and resources.
Functions of the CPC:
The Child Protection Committee performs the following key functions to ensure the safety and well-being of students:
1. Policy Development:
Draft and recommend for adoption a school Child Protection Policy (this document) with a code of conduct for school personnel and students, and a plan to ensure child protection and safety. This policy shall be reviewed at least every three (3) years to 77 keep it up-to date. The CPC also develops templates or child protection forms and integrates DepEd’s guidelines into school practice.
2. Information Dissemination and Training:
Initiate programs to inform and educate pupils, students, and parents about child protection. This includes organizing seminars and activities to raise awareness on child abuse, exploitation, violence, discrimination, and bullying. The committee ensures that school personnel are trained on positive and non-violent discipline techniques and classroom management, anger and stress management, and gender sensitivity. Students are taught about their rights and responsibilities, and how to seek help through homeroom discussions and assemblies.
3. Prevention and Monitoring:
Develop and implement a school-based child protection and monitoring system. This involves establishing a clear reporting and referral process for any child protection concerns (explained below), and a system for early detection of students who may be experiencing abuse. The school keeps an eye on warning signs, such as frequent unexplained injuries, sudden changes in behavior or academic performance, and the CPC discusses interventions when such cases arise. The committee also maintains records of all reported cases (confidentially) and actions taken, to monitor outcomes and follow through until resolution.
4. Identifying and Assisting At-Risk Students:
Establish a system for identifying students who may be suffering from significant harm based on physical, emotional, or behavioral indicators. Teachers are oriented to be observant of signs of abuse or neglect (for example, a child who is consistently malnourished, excessively fearful, or has bruises). When a teacher flags a concern, the Guidance Counselor and CPC confidentially look into the situation (talking gently with the child, maybe inquiring with the parent) to determine if further action is needed. The CPC will ensure that appropriate support or referrals are given to these at-risk students.

CCTV Implementation
1. Rationale and Purpose
Saint Joseph School Foundation, INC. is committed to providing a safe, secure, and supportive environment for all students, staff, and visitors. The use of Closed-Circuit Television (CCTV) surveillance is implemented solely for the following purposes:
Safety and Security: Deterring and detecting criminal activity, including theft, vandalism, and unauthorized access to school premises.
Incident Investigation and Policy Enforcement: Providing reliable, unbiased evidence to investigate and resolve incidents related to security, property damage, or student safety. This explicitly includes the verification and enforcement of regulations outlined in the School’s Student Handbook and Administrative Manual.
Behavioral Deterrence: Encouraging appropriate behavior within supervised areas of the campus.
Emergency Response: Assisting authorized personnel during emergency and crisis situations.
The CCTV system is not intended for continuous, live, nor active staff or student performance monitoring.

The CCTV system covers designated common and high-traffic areas across the campus.

3. Data Governance and Retention
The school is committed to handling all recorded data in compliance with relevant data protection acts and privacy laws.

Footage is stored on secure servers located on the school premises. Access to the storage system is restricted and protected by multi-factor authentication.
b. Retention Period
CCTV footage is typically retained for at least 15 days. After the maximum period, the data is automatically and securely overwritten, unless it is required for an ongoing investigation or legal proceeding.
4. Access Protocol and Disclosure
Access to live feeds and recorded footage is strictly limited and controlled.

Only the following positions have the authority to view, export, or manage CCTV footage:

Temporary Access: Other individuals may be granted temporary viewing access by the above authorized personnel when such access is deemed absolutely necessary and integral to the ongoing investigation, provided this decision is formally documented.

b. Usage Restrictions
Footage will only be viewed or disclosed when there is a reasonable suspicion of misconduct, policy violation, or criminal activity, or when required by law. Routine, non-investigative viewing of live feeds is restricted to security personnel for real-time monitoring of premises during school hours, school events, and working days.
